The Sindh High Court (SHC) was informed by the education department on Tuesday that the provincial government has constituted a high-powered monitoring committee headed by the chief secretary to monitor all ongoing and future foreign-funded projects.
While filing a statement in the court, the education secretary said that the committee will ensure the progress of all foreign funded projects under the school education department.
He said that the committee will review the reports of the project steering committee regarding proper utilization of funds, evaluate the performance of projects based on donor guidelines and relevant rules as well as key performance indicators.
He also said that the committee will ensure transparency in the process, timely implementation, execution, effective utilization of funds and monitoring and internal audit of projects to achieve targets effectively.
After taking the statement on record, a division bench of the Sindh High Court headed by Justice Salahuddin Panhour directed the CS to submit a report to the court on a monthly basis. The bench directed the office to dispose of the matter as per the roster and said it would not be heard in part.
The court had earlier directed the government to set up a high-level committee to monitor the progress of the education department’s projects funded by foreign donors, and to monitor the progress of such projects. Foreign donors should also be informed. This directive came out on a petition regarding the failure of the concerned authorities to provide textbooks to the students enrolled in the government schools of the province.
