An amendment bill has been prepared to appoint grade 19 and grade 20 bureaucrats as chairmen in education boards of Sindh while a steering committee will also be formed to oversee and control all boards and have powers over them.
The Sindh Educational Boards Amendment Bill 2024 proposes that a Chairman shall hold office for a period of three years from the date of notification of his appointment and shall be eligible for re-appointment on expiry of the term of office. Further period as specified in the order of appointment.
Further, the Chairman shall be appointed by the controlling authority either through direct recruitment process or by transfer on such terms and conditions from amongst the officers of PAS, ex-PCS, PSS and BPS 19, 20 and above PMS. will be done appointed by the authority.
A Steering Committee shall be constituted to supervise, control and exercise authority over all the Boards established under this Act. The Chairman of the Committee will be the Minister or Advisor for Universities and Boards Department or Special Assistant to the Chief Minister for Universities.
Secretary Universities and Boards Vice Chairman, Universities and Boards Additional Secretary Secretary while Chairman of all Boards and Director of College Education and Director of School Education will be general members.
Other members include one representative each from Inter-Boards Coordination Commission (IBCC) and Sindh Curriculum Authority, one education policy expert and two eminent education experts appointed by the controlling authority, one technical education expert, additional secretary of schools and finance secretary. will be or his nominee.
The members of the Committee, other than ex-officio members, shall be appointed for a term of two years, which may be extended for another term as may be decided by the Government. The Government may change the composition of the Steering Committee at any time by notification.
The committee will oversee the implementation of the policy, and ensure uniformity in financial management, transparency, compliance, and resource allocation and standards, while coordinating the work of all boards to make decisions on curriculum, assessment, technology integration. will coordinate and coordinate. Teacher training, and institutional recognition related to examinations and assessments.
The committee will regularly inspect the boards through its authorized representatives. The summary of the amendment bill states that the education boards of Sindh are functioning without a formal platform for coordination among their respective chairmen and the absence of such coordination has resulted in changes in examination standards, evaluation procedures. And in other administrative functions significant discrepancies have arisen.
The summary said that the IBCC has been established at the federal level to bridge the gap between all the boards across the country which has the authority to conduct examination standardization, assessment, evaluation and all related matters between the boards and to them. The establishment of IBCC has positively affected the examination and evaluation process in the examination boards of Punjab and Khyber Pakhtunkhwa, leading to significant improvement, but no such improvement has been observed in the boards of Sindh.
